A venture builder with a long-term view.

Acture is a venture builder based in Kuala Lumpur, Malaysia. We develop technology companies by bringing together commercial strategy, technology expertise, finance and operations. Our portfolio spans location intelligence, ethical fintech, cloud infrastructure and sports technology.

Established in 2020, Acture brings its founders’ experience into venture development, enterprise positioning and strategic partnerships. Tuxuri and Tulus illustrate the specialist capabilities within our portfolio.

Our company-building work includes developing existing businesses and supporting their next stage of growth. The experience behind these companies began before Acture was established.

Founders & Leadership

Acture was founded by Azrin Zainal Abidin, Ubaida Othman and Ang Chin Han. Together, the founders established a Malaysian venture-building platform focused on developing companies and bringing local ideas to market.

Azrin Zainal Abidin

Founder, Managing Partner

Azrin brings more than two decades of technology entrepreneurship to Acture’s work as a venture builder. He leads group strategy and portfolio development, with responsibilities spanning capital structuring, venture incubation and scaling, portfolio collaboration, enterprise positioning, strategic partnerships and M&A positioning.

His work focuses on long-term platform architecture and building technology companies with lasting strategic value. He also serves as Founder / Managing Director of Tuxuri and Co-Founder of Tulus Digital, connecting experience in enterprise geospatial platforms with ethical and Islamic digital finance.

Before establishing Acture in July 2020, Azrin founded and led Byte Craft from 2002 to 2012. He holds a Bachelor of Laws (LLB) from the University of Wales, Aberystwyth.

Ubaida Othman

Co Founder, Partner - Finance & Operations

Ubaida brings a background in corporate finance, financial accounting and leadership to Acture’s venture-building work. His group-level responsibilities span strategy and capital structuring, venture incubation and scaling, portfolio collaboration, enterprise positioning and strategic partnerships.

He also serves as Executive Director of Tuxuri and Co-Founder / Director of Tulus Digital. Previously, he was Tuxuri’s Chief Operating Officer from 2012 to 2020. His experience connects enterprise location intelligence with ethical payments and Islamic social finance.

Ubaida studied Accounting and Finance at Aberystwyth University and Company Administration at the Law Faculty of International Islamic University Malaysia.

Ang Chin Han

Co Founder, Partner - Technology

Ang brings more than two decades of experience in software engineering, enterprise systems and open-source technology. His work focuses on building enterprise systems with location data, with technical expertise spanning Linux, PostgreSQL, PostGIS and Go.

He also serves as Co-Founder / Director of Tuxuri, where he previously held the role of Chief Technology Officer from 2012 to 2020. Earlier in his career, he led software engineering and technical direction at Byte Craft, working with open standards, open-source software and geospatial technologies.

Ang co-founded Acture in July 2020 and serves as Partner - Technology.

Leadership team

Dr. Saiful Rahman

Group Chief Operating Officer

Dr. Saiful Rahman leads operations across the Acture group, bringing more than a decade of project and operational leadership. Saiful has served as Chief Operating Officer of Tuxuri since December 2020, after leading its project delivery as Project Manager from 2013.

Earlier roles as a statistician and data analyst in the public sector grounded that work in information management. Saiful holds a PhD in Information Management, focused on system quality, from Universiti Teknologi MARA.

Chow Chee Leong

Group Chief Technology Officer

Chow Chee Leong leads technology across the Acture group, with more than 15 years of software engineering experience. Chow has served as Chief Technology Officer of Tuxuri since December 2020, having joined as a software developer in 2014 and led its engineering team from 2017.

Earlier work spans e-commerce platforms, rewards and payment systems, and data acquisition software for engineering research. Chow has also volunteered with Malaysia’s open technology community through EngineersMY and Sinar Project.

Hafizzul Ariffin

VP Strategy & Growth

Hafizzul Ariffin leads commercial strategy, ecosystem partnerships and go-to-market execution across the group’s location intelligence and Islamic fintech companies, Tuxuri and Tulus Digital. Hafizzul brings 15 years of experience spanning enterprise technology sales, public sector bids and the commercial leadership of growing businesses.

Hafizzul began in technology at Tuxuri, rising from project executive to business development manager between 2012 and 2016, and later led multi-site operations as a general manager in the healthcare sector. Hafizzul holds a Master of Engineering from the University of Southampton.
